Oregon Legal Info
A landlord in Oregon could charge the tenants for utilities no more than what the utility providers are charging the property. All the fees and the methods used for calculating the bills have to be disclosed to the residents.
The use of submetering and ratio billing systems (RUBS) are permitted in Oregon. The renters have a right to request and inspect the master utility bills. Charging administration fees are not allowed.
Billing Service Providers are required to apply and be approved for licenses from a regulatory agency prior to starting the servicing of the client’s billing accounts. This requirement applies to several different areas of the USA. The license has to remain current and valid while doing business in these regions. The information on this page is deemed to be accurate but updates may occur at any time. Please Contact Multifamily Utility Company with your specific questions about your area of service.
The laws that govern the use of submeters in the state of Oregon are quite long and detailed. And while submetering is allowed in certain situations, there are a few restrictions that you must be aware of.
For example, subject to the policies of the utility or service provider, a landlord may, except as provided in subsections (2) to (5), provide for utilities or services to tenants by one or more of the following billing methods:
A relationship between the tenant and the utility or service provider in which: (A) The provider provides the utility or service directly to the tenant’s space, including any utility or service line, and bills the tenant directly; and (B) The landlord does not act as a provider.
Multifamily Utility, one of the leading utility submetering and billing companies in the state of Oregon, will work with you to ensure your submetering system meets the needs of your property. We are constantly monitoring all local, state and national laws to ensure every system we install is in line with what is required by the state of Oregon.
We work directly with property owners, managers and developers to promote conservation, increase property values, improve cash flow and reduce administrative burden through the installation of code compliant submetering systems.
