In New Mexico the owners and property managers are allowed to use submetering and Ratio Utility Billing system (RUBS) to bill tenants for the utilities. The practice is not regulated by the Public Regulation Commission.
The only restrictions are that the property managers have to provide the residents with a copy of the master utility bills, if requested. The owners are responsible for the utility cost for the common areas and vacant units. The monthly service fees could not exceed $5.00 per billing cycle. These rules apply to water, sewer, natural gas, trash and electricity billing.
Billing Service Providers are required to apply and be approved for licenses from a regulatory agency prior to starting the servicing of the client’s billing accounts. This requirement applies to several different areas of the USA. The license has to remain current and valid while doing business in these regions. The first step in having your new submetering system installed is to have one of our highly trained technicians come out and do a complete analysis of the property or properties in question.
The analysis will help us better understand exactly what you are trying to accomplish with your new system. Once we know what you need we will design a system that meets your property needs.
If the state of New Mexico requires inspection and testing before installation we will make sure that gets done. Once all equipment has been approved by the appropriate agencies we will schedule installation and move forward.
To make this process as smooth as possible we will send out notices to all residents before installation begins. This way they will be aware of what’s going on.
After your new submetering system has been installed the next step is to get all resident information uploaded into our state of the art billing system as quickly as possible. We will work with your staff to ensure all resident information is accurate and complete.
Now that the submeter is in use meter information will be read using wireless transmitters and receivers. The information will be transmitted to the Multifamily Utility headquarters where we will process it and create individual bills for all tenants.
We will also send the bills out via email or regular mail and collect payments from all tenants. Once all payments have been received we will mail out a reimbursement check to the appropriate person.
