According to the Board of Public Utilities, submetering is not allowed for natural gas and electricity except for existing, older submetering systems. In the state of New Jersey the term “Submetering” is the practice of generating profits from billing the residents. The term “Check metering” is used when meaning not for profit billing practices. Billing for water and sewer is also allowed using Master-metered (RUBS) or Check metering. The owners could also charge administrative fees related to billing processes.
