In Nevada the Public Utilities Commission does not regulate private utility billing.
It is legal in Nevada to send utility invoices that are generated by master metered (RUBS) or submetering systems to the residents of multiple occupancy buildings. The rental contract should specify who is responsible for the payment of utility bills.

Meter readings will be sent back to the Multifamily Utility headquarters where it will be processed and bills will be created for all residents. At the end of the month we will send out all bills via email or regular mail.
We will also collect all payments and send out a monthly utility reimbursement check to the owner, manager, association manager or other persons in charge of receiving payments.
