The current laws and regulations in Georgia allow submetering and Ratio Utility Billing Systems (RUBs) for all utilities. The owners of multifamily residential units could install meters to measure the utility consumption in each housing unit and bill the residents accordingly. The owners could also charge reasonable fees for installing, maintaining and billing of the metering systems. The only restrictions are that the terms of the charges should be disclosed to the tenants prior to establishment of a lease contract.

Under the 2010 Water Stewardship Act all new multi-unit residential buildings and certain retail and light industrial buildings in the state of Georgia that were granted a construction permit after July 1, 2012 are required to install submeters. All tenants in buildings that were built after this date must be charged for water and wastewater use based on their measured usage. And though not required, the act also encourages property owners of existing multi-unit buildings to install and start using submeters.
