Florida Legal Info
Many restrictions apply on the local level, but submetering practice is permitted on the state level. Using Ratio Utility Billing System (RUBs) and submetering are allowed by the state of Florida for electricity, gas and water. There are some restrictions that are employed by different counties in Florida.
As an example in Osceola County, Toho Water Authority is in charge of water resources. They have specific regulations prohibiting the owners of multifamily residential units from charging administrative fees as part of submetering utility billing. They also require the submetering systems to be approved by Toho Water Authority and to be inspected for accuracy within the required time intervals.
In Miami Dade County the use of Ratio Utility Billing System (RUBS) is not allowed for water and electricity billing. The submetering systems have to be approved and the meters have to be tested for accuracy.
Billing Service Providers are required to apply and be approved for licenses from a regulatory agency prior to starting the servicing of the client’s billing accounts. This requirement applies to several different areas of the USA. The license has to remain current and valid while doing business in these regions. The information on this page is deemed to be accurate but updates may occur at any time. Please Contact Multifamily Utility Company with your specific questions about your area of service.
While submetering is permitted in Florida, it is not required. According to the Fla. Administrative Code §25-6.049, Where individual metering is not required and master metering is used in lieu thereof, reasonable apportionment methods, including submetering may be used by the customer of record or the owner of such facility solely for the purpose of allocating the cost of the electricity billed by the utility.
In other words, if your goal as the property owner is to ensure every tenant only pays what they truly owe, submetering is permitted for said property.
As a property owner you are probably fully aware of the rising cost of electricity. It is a universal concern that poses a serious problem for both property owners and property managers.
At Multifamily Utility our goal is to help property owners, property managers, condominium owners, condominium boards and residential apartment owners better manage electricity costs by offering creative solutions.
As one of the leading utility submetering and billing companies in the state of Florida we use electric meters from several manufactures to ensure we are able to design and install a system that is just right for your situation.
Some of the major benefits associated with submetering include reduced operational costs, stabilized rents, increased property value, improved cash flow and conservation just to name a few.
