Many restrictions apply on the local level, but submetering practice is permitted on the state level. Using Ratio Utility Billing System (RUBs) and submetering are allowed by the state of Florida for electricity, gas and water. There are some restrictions that are employed by different counties in Florida. As an example in Osceola County, Toho Water Authority is in charge of water resources. They have specific regulations prohibiting the owners of multifamily residential units from charging administrative fees as part of submetering utility billing. They also require the submetering systems to be approved by Toho Water Authority and to be inspected for accuracy within the required time intervals. In Miami Dade County the use of Ratio Utility Billing System (RUBS) is not allowed for water and electricity billing. The submetering systems have to be approved and the meters have to be tested for accuracy.

While submetering is permitted in Florida, it is not required. According to the Fla. Administrative Code §25-6.049, Where individual metering is not required and master metering is used in lieu thereof, reasonable apportionment methods, including submetering may be used by the customer of record or the owner of such facility solely for the purpose of allocating the cost of the electricity billed by the utility.
