Delaware Legal InfoBilling tenants for utilities and submetering are allowed in the State of Delaware. These activities are not regulated by the Public Service Commission for property owners that are not performing them for profit. Except for the metering systems that have been established prior to July of 1996, property owners can only charge for utilities using a submetering system. This is true for Water, Gas and Electricity charges. In these cases the use of Ratio Billing System (RUBS) is not allowed. The landlord could also provide a trash bin for the tenants and charge for trash collection. The tenants cannot be charged for more than the actual cost of the utilities.
DisclaimerBilling Service Providers are required to apply and be approved for licenses from a regulatory agency prior to starting the servicing of the client’s billing accounts. This requirement applies to several different areas of the USA. The license has to remain current and valid while doing business in these regions. The information on this page is deemed to be accurate but updates may occur at any time. Please Contact Multifamily Utility Company with your specific questions about your area of service.
Delaware SubmeteringWhen it comes to gas and water meters the state of Delaware follows the standards set forth by the National Conference of Weight and Measures. This means that all metering equipment must be approved by the National Type Evaluation Program (NTEP) and the National Institute of Standards & Technology (NIST) before being installed. If you are a developer, property manager or property owner in need of submeters that meet the standards set forth by the National Conference of Weight and Measures, we can help. As one of the leading utility submetering and billing companies in the state of Delaware, Multifamily Utility will work with you to design a submetering system that is code compliant and perfect for your project. And while submetering has many benefits for tenants, it has just as many benefits for property owners and property managers. As a property owner or property manager submetering will give you the ability to see exactly how much water is being used by each tenant on a monthly basis. You can then use that information to create a water conservation plan that works for all involved. Other benefits associated with submetering include more accurate billing for tenants, quicker detection of leaks, less administrative work, improved property value, better cash flow and stabilized rent just to name a few.
