Landlords are not prohibited from billing tenants for electricity, gas and trash through the use of the ratio utility billing system (RUBs) or submetering. A provisional or traditional certificate from the Regulatory Commission of Alaska (RCA) is required for apartment owners providing water or wastewater service to the tenants. The lease must specify the rights and obligations of the landlord and tenants.


Billing Service Providers are required to apply and be approved for licenses from a regulatory agency prior to starting the servicing of the client’s billing accounts. In an effort to make the transition as smooth as possible we will also send out notices to all residents letting them know about the new submetering systems that are going to be installed. After the system has been successfully installed all resident information will be uploaded into our billing system. Through wireless transmitters and receivers meter information will be transmitted back to the Multifamily Utility headquarters. Our state of the art billing system will then read the meter information and create individual utility bills for each resident or tenant. Utility bills will then be sent directly to the residents via email or the United States Postal Service. Multifamily Utility will also collect all payments and send a monthly reimbursement check to the owner, manager, association manager or other persons in charge of receiving payments.
